2001年香港特首角逐，特首熱門候選人李志信（方中信）因工作上壓力，經(jīng)常有幻覺女性赤裸裸出現(xiàn)在面前，巧遇舊戀人心理專家何慧儀（張慧儀飾）替志信治療。不久他卷入強(qiáng)奸下屬性丑聞，被警方拘捕，罪名是強(qiáng)奸女秘書劉文慈（張文慈飾）。其中有催眠術(shù)制造他幻覺局部失憶。經(jīng)過雜差警探（雷宇揚(yáng)）破案，實(shí)際上不是政治陰謀，而是方中信被人陷害。
