平西鎮位于西南某地，90年代鄉鎮治安由聯防隊維護，聯防隊長李立忠（章宇 飾）的父親意外死亡，與此同時鎮里發生詭異的連環殺狗案，李立忠帶領隊員通過蹩腳的探案手法進行調查，通過一系列荒誕行動，李立忠發現殺狗案竟與父親的死亡有千絲萬縷的關系。在那個野蠻生長的時代下，面對真相的李立忠只能以沉默作答。
